<p>What I found interesting is at the bottom of the page they list off sex scandals by country. Children of Uruguay, Mexico, Chile, and now Brazil have all been victims of similar sex crimes committed by Catholic Priests.</p>

			<content:encoded><![CDATA[<p>Sex scandals within the Roman Catholic Church have rampaged through Latin America. A little over a month ago a priest in Chile was charged sexually abusing eight minors, including his own daughter. And now 3 Catholic priests in Brazil are being charged on similar accusations. Monsignor Luiz Marques Barbosa, Raimundo Marques, and Edison Duarte are all under investigation by Brazilian authorities.</p>
<p>The scandal erupted when a popular Brazilian television network broadcast a video of Barbosa in bed with his 19-year-old male lover. According to the Associated Press, “Congressional investigators said more than 20 witnesses were called and some testified Barbosa and two other priests in the same northeastern archdiocese had abused boys as young as 12, plying them with money, clothes, and other gifts.</p>
<p>Barbosa is currently awaiting trial while Marques is under investigation and Duarte was granted immunity for cooperation in the investigation of his colleagues.</p>

			<content:encoded><![CDATA[<p>During a “summit of allies” the host Hugo Chavez not only criticizing US “meddling” in Latin America, but is claimed to have been “hurling harsh words” at Juan Manuel Santos, Colombian Presidential Candidate. Chavez based his opposition of Santos on the thought that if Santos is elected President Colombia could become a threat to its neighbors because of Colombia’s war against rebel groups. The AP Press says that “Chavez is convinced that Santos would be willing to launch cross-border raids or bombardments if Colombian authorities suspect rebel groups are seeking refuge in neighboring countries”.</p>
<p>Santos had no response to Chavez’s remarks. Colombian elections will be held May 30.</p>

			<content:encoded><![CDATA[<p>Plan Colombia and the millions of dollars given to the country in US financial aid have reduced drug trafficking and crime rates in many parts of Colombia. And one would think that lower crime rates, and the large amounts of aid coming into the country would work to alleviate poverty as well. This does not seem to be the case however, despite all the foreign aid much of Colombia is still plagued by extreme poverty.</p>
<p>This issue is predicted to play a large role in the upcoming Colombian presidential elections. Under the rule of current President Uribe the Colombian economy is said to have more than doubled its output since 2007 and foreign investment in Colombia is among the highest in Latin America. Uribe however has failed to get the rising poverty rates under control. It seems that this will be a major topic of discussion during the presidential elections, and many are saying candidates should focus on eliminating the income gap between the middle and lower classes.</p>

<p>This is just the most recent example of China&#8217;s ever-growing influence in Latin America. Like Russia, China is beginning to assert itself as a world power; arrangements like the one with Venezuela are beneficial for both parties, Venezuela receives the necessary funding to update public properties and China tests out the waters as a super power. It&#8217;s a win win. It may seem to many people that the US is &#8220;loosing ground&#8221; as a world power, however I disagree. While the growth of the United States status as a world power has remained somewhat stagnant, other governments are actively advancing in the global environment; I simply think that other countries (like China and Russia) are rising up to meet the US as a super power.</p>

<p><!-- E IIMA --> <!-- S SF --><strong>The US is seeking deeper security  co-operation with its Latin American allies, US defence secretary Robert  Gates has said.</strong></p>
<p>Mr Gates was speaking as he began a visit to  Colombia, where he was due to hold talks on a defence co-operation deal  the two nations signed last year.</p>
<p>The accord provoked regional  criticism, in particular from Venezuela.</p>
<p>Mr Gates&#8217;s visit to the  region comes two weeks after Russia concluded a major arms deal with  Venezuela.</p>
<p><!-- E SF -->Mr Gates arrived in Bogota from Lima  where he held talks on deepening an existing military partnership and  working regionally to combat drug-trafficking.</p>
<p>&#8220;They face similar  types of problems with insurgents and narcotics and crime, so figuring  out how we can further help them in their own efforst and also in their  co-operation with each other is an important opportunity,&#8221; Mr Gates  said.</p>
<p>The US defence secretary told reporters his tour was not  designed to send a message to the Venezuelan government, but focused on  building on already strong ties in the region.</p>
<p>&#8220;These  arrangements between ourselves and Brazil, ourselves and Peru, ourselves  and Colombia, are about these countries, not about anybody else,&#8221; he  said.</p>
<p><strong>Brazilian deal</strong></p>
<p>Earlier this week, the US and  Brazil signed a military agreement designed to boost ties in the area of  defence technology, military exchanges and training.</p>
<p>Both sides  stressed that the accord did not mean the US would be using Brazilian  bases.</p>
<p>A deal signed last year between Washington and Bogota gave  the US military access to seven Colombian bases.</p>
<p>Both sides  stressed that the accord was aimed at helping Colombia&#8217;s fight against  drug-trafficking and armed groups, and was not an infringement of  Colombian sovereignty.</p>
<p>President Hugo Chavez of Venezuela at the  time condemned the agreement, saying it could destabilise the region &#8211; a  claim the US and Colombia rejected.</p>
<p>Earlier this month, Russian  Prime Minister Vladimir Putin was in Venezuela, where he and President  Chavez concluded arms deals worth up to $5bn (£3.3bn).</p>
<p>Mr Gates  said earlier this week that he did not regard Venezuela as a military  threat.</p>
<p>&#8220;The Russians are actually loaning them a fair amount of  money to buy the weapons they&#8217;re buying,&#8221; he said.</p>
<p>&#8220;My guess is  that Venezuela could much better spend the money taking care of its own  people.&#8221;</p>

			<content:encoded><![CDATA[<p>I recently came across an article in favor of approving the Colombian Free Trade agreement, and approving it as soon as possible. The article states that “The United States risks becoming an afterthought in much that is unfolding commercially in Latin America,” and gives off the sentiment that the only reason the US has not agreed to the FTA is the “concern about violence against unions in Colombia”.</p>
<p>In thinking to myself though, this cannot be the only reason… Colombia has a history of political instability, countrywide violence, and is currently the world’s largest producer of narcotics. Though I will say that US involvement in Latin American policy is somewhat lacking, I don’t think this necessarily means that the US is “loosing ground” in the region so to speak. And it is certainly unrealistic to think that any country would be able to “decouple” from US influence. So one has to think, is this a strategic move on the part of the US? What could the US gain from not sanctioning the Colombian FTA?</p>

			<content:encoded><![CDATA[<p>The first of its kind since 1977, the US and Brazil signed a military agreement Monday that will allow greater cooperation between the two nations. The agreement, although somewhat vague, is thought to be the doorway to greater logistical support and technological transactions regarding such topics as defense, education, and development. “With this accord Brazil is aligning itself strategically with the US, like the European nations have done with NATO” says Fernando Arbache, an anti-terrorist expert in San Paulo.</p>
<p>“The agreement is a formal acknowledgment of the many security interests and values we share as the two most populous democracies in the Americas. These common interests make Brazil’s growing involvement and significance in global affairs a welcome development for the United States” US Defense Secretary Robert Gates said Monday.</p>
<p>And while it seems as though Brazil will be the main benfactor of this relationship, I can’t help but think that the with the new agreement and the Defense Secretary’s recent Latin American tour, the US is trying to counteract the growing influence of Russia throughout Latin America.</p>

<p><strong>Obama&#8217;s Latin American Policy: Talking Like It&#8217;s 1999</strong></p>

<p>When it comes to Latin America, the Obama administration&#8217;s change in <a href="http://www.fpif.org/articles/obama_improve_relations_with_latin_america" target="_blank">tone</a> from the early days of the last administration  has been tremendously important. The emphasis on <a href="http://blog.american.com/?p=11169" target="_blank">multilateralism</a> has helped to salve long-standing wounds. The emphasis on broader  social goals and the willingness to listen has echoed the growing demand  to be listened to south of the border. And President Barack Obama&#8217;s <a href="http://www.nowpublic.com/world/president-obama-state-union-address-2010-full-text-2564747.html" target="_blank">State of the Union shout out</a> for free trade with  Panama and <a href="http://www.ustr.gov/trade-agreements/free-trade-agreements/colombia-fta" target="_blank">Colombia</a> has demonstrated that this administration  will not jettison the best initiatives of President George W. Bush in  the name of partisanship. All this is very welcome.</p>
<p>But still there&#8217;s been a troubling sense of anachronism in this <a href="http://www.internationalrelations.house.gov/111/val031010.pdf" target="_blank">administration&#8217;s rhetoric toward Latin America</a>. Part  of this reflects the understandable tendency to define things in  regional generalities; but doing so tends to boil them down to  retrograde platitudes. But it obscures policymakers&#8217; sophisticated  understanding of differences in the region—and the changes that have  occurred in the last 10 years.</p>
<p>If the first five years of the Bush administration seemed like a replay  of <a href="http://www.freebeautytips.org/80smakeup.html" target="_blank">1980s</a>, with the Manichean obsession with our  enemies, unabashed support for specific candidates and a loss of sense  of scale—with an inordinate amount of attention devoted to Cuba,  Nicaragua and El Salvador—today it&#8217;s beginning to feel like we&#8217;re <a href="http://www.dailymotion.com/video/x6ncb9_prince-1999_music" target="_blank">partying like it&#8217;s 1999</a>. <a href="http://www.theonion.com/articles/us-dept-of-retro-warns-we-may-be-running-out-of-pa,873/" target="_blank">We&#8217;re running out of retro</a>.</p>
<p>This perception doesn&#8217;t, of course, reflect all the other initiatives  that are at work. But at the very least, what&#8217;s put out for public  consumption—whether in public declarations or in diplomatic  forums—sounds like old speak. It tends to underemphasize the power  shifts that have occurred in the hemisphere, the variation in terms of  institutional development, the opportunities that exist, or the role of  the private sector in shaping agendas and relations.</p>
<p>Here&#8217;s how to change it:</p>
<p>Remember Brazil: Rhetorically, the U.S. appears stuck in a paternal  relationship with Brazil. It shows when the U.S. talks about how the  region&#8217;s emerging power clashes with U.S. interests. To acknowledge  Brazil&#8217;s ambition and power is not to cede it the moral high ground or  agree with it—<a href="http://www.csmonitor.com/World/Americas/2010/0304/Hillary-Clinton-fails-to-convince-Brazil-to-support-Iran-sanctions" target="_blank">whether  it&#8217;s on Iran</a> or solutions to <a href="http://www.brazzilmag.com/component/content/article/81-january-2010/11761-brazil-hints-it-might-soon-recognize-new-honduras-president.html" target="_blank">regional  problems like Honduras</a>. But using megaphone diplomacy to express  our displeasure with Brazil is not a policy we often exercise with  Western Europe, and Brazil rightly bristles at being upbraided publicly.  (Let me be clear: this is not to say that I agree with Brazil&#8217;s  policies, but public lectures aren&#8217;t working.)</p>
<p>The Days of the Feel-Good FTAA Are Over: The U.S. marched out of the <a href="http://www.summit-americas.org/eng/MiamiSummit.htm" target="_blank">1994 Summit of  the Americas in Miami</a> practically arm in arm with the rest of the  region in agreement over the fundamental principles of a free-trade  agreement of the Americas (FTAA) and democracy. In those days we could  talk about the need for democratic institutions, respect for human  rights and receive a near unanimous chorus of support from governments  in the region. At the time they did all agree. Problem is, some  countries have advanced; others have not. And neither side any longer  wants to hear a lecture from the U.S. on democratic institutions, human  rights (even under Obama) or the power of the market.</p>
<p>The region has become much more differentiated. Whether it&#8217;s Brazil or  Chile who see themselves as success stories, or Venezuela, Bolivia and  Ecuador who feel they&#8217;re on their own path, the 1990s rhetoric of the  need to strengthen democracy is tired, offensive and seems pitched to  the weakest of those in the hemisphere—a group no one wants to belong  to. To correct this, what is necessary are two parallel discourses: one  that acknowledges the advances and successes large and small across the  hemisphere and another that specifically—and carefully—discusses the  challenges, large and small.</p>
<p>U.S. Development Days Are Done: Talking in development terms when we  talk about Latin America is not only passé, it rings hollow. This is not  the fault of the administration; it&#8217;s also true of the many groups that  work on Latin America that always offer their opinions on what the U.S.  should do in the region. These recommendations always hinge on a call  to increase development aid to reduce poverty. The reality is that U.S.  bilateral assistance to the region is small and unlikely to grow. To  give a sense, in 2006 U.S. bilateral assistance to the entire region  totaled <a href="http://www.americasquarterly.org/node/6" target="_blank">$1.6 billion; in the same  year, private investment totaled $26.8 billion</a>. Much of that U.S.  bilateral assistance went to the poorest, smallest countries—as it  should. But in the meantime, the bigger players in the region both in  terms of economic growth and a recipient of private-sector attention are  not benefactors of U.S.-development assistance—nor do they want or need  it. These two groups of countries have diverged, while U.S. development  assistance is increasingly less relevant to the region in terms of  amount and direction. In this sense, development rhetoric is not just  pitched to a narrow segment of the region, it also risks sounding  lecturing and offensive.</p>
<p>From Paternalism to Responsibility: To this point above, our rhetoric  toward the region needs to focus on our collective responsibility to  ensure that investment and free trade bring prosperity to all. To  paraphrase President John F. Kennedy, the mantra should be &#8220;<a href="http://www.youtube.com/watch?v=JLdA1ikkoEc" target="_blank">Ask  not what the U.S. do for you, but what you can for yourselves</a>.&#8221; We  know what countries must do to attract private investment. Now the  question is what countries must do to ensure that private investment and  free trade expand access to domestic and global markets for their  people, especially for poor. This includes the U.S.</p>
<p>Part of this involves the U.S. retooling its development program away  from the feel-good, small-scale projects and congressionally mandated  issues to deal head on with preparing countries for free trade and  markets. A central part of this must include working with the thousands  of progressive businesses to match private-sector social investment with  U.S. development dollars.</p>
<p>The same should be done with governments in the region large and small.  Ultimately, bilateral assistance isn&#8217;t about the U.S. giving a gift;  it&#8217;s about Latin American governments accepting their own responsibility  for progress and the U.S promise to help them get there. A quick look  at the countries that will pull out of the economic and financial crisis  of 2009 (Brazil, Chile, Colombia, Peru and Mexico) demonstrates the  rewards of fiscal, macroeconomic and social responsibility. That isn&#8217;t  development assistance today.</p>
<p>Cuba—Let&#8217;s Move On: Sadly on Cuba we&#8217;re not even back to 1999. President  Obama&#8217;s April 2009 announcement on telecoms liberalization for Cuba  failed to provide the latitude to allow U.S. companies to provide the  necessary infrastructure to realize his goals. Things like the equipment  necessary for establishing connectivity is still prohibited. And after  so much fanfare the administration has moved on. Meanwhile, officially,  the administration has not returned U.S.-Cuba policy to the  educational-cultural exchanges of the Clinton administration.</p>
<p>But there&#8217;s also the problem of the USAID contractor Alan Gross that the  Cuban government arrested in early December. His arrest appears to have  completely flummoxed the administration. We&#8217;ve entered into a familiar,  dead-end trope. Those who oppose the USAID program are implying U.S.  guilt and the need to re-think our relations. Those who support the  USAID program are faulting the Cuban government and calling for a  freezing of U.S. relations with Cuba. Truth is: the two are not mutually  exclusive.</p>
<p>Is it too wacky an idea to accept that it&#8217;s the Cuban government&#8217;s fault  for arresting the poor man distributing laptops under an overblown  program and still push ahead for diplomatic relations with the Cuban  government—all the while continuing to raise concerns about human  rights? Of course it isn&#8217;t. But in this case the Obama administration  seems stuck in the hoary divisions of left and right.</p>
<p>How can we move beyond the halcyon years of the 1990s?</p>
<p>First, disaggregate the region. Stop talking exclusively to the  recipients of U.S. development assistance or at least using that  language. There is a huge amount of variety in terms of  institutionalization, market strength and integration into the global  economy; when we talk about the region we need to understand those  differences. Of course the administration knows this, but the rhetoric  is getting lost in the gross translation of regional policy.</p>
<p>Second, recognize that U.S. bilateral assistance is, at best, marginal  to our relations in the hemisphere and, at worst, an obstacle to  relations. Fact is, most countries don&#8217;t care. That doesn&#8217;t mean that  this is a moment of discussion among market equals. Rather, it means two  things: a) avoid using the rhetoric that accompanies U.S. assistance  when we cut the ribbon on a new project, which often sounds lecturing;  b) build relations with business groups, which have become the real  drivers of investment and have developed their own set of regional  priorities.</p>
<p>Third, shake up the Cuba debate. Take both sides: talk human rights and  open up to the island. And don&#8217;t wait for reciprocal action on the other  side of the Florida straits. The Cuban government wants us to hesitate.  Don&#8217;t. We should do it because we stand for principle: human rights and  openness.</p>
<p>This isn&#8217;t hard. In fact, with the exception of Cuba, it&#8217;s already  happening. The trick is to say it.</p>

			<content:encoded><![CDATA[<p>According to a recent news article “The United States has been accused of not paying enough attention to Latin America due to policy priorities in Iraq and Afghanistan, even as Tehran makes inroads with the region&#8217;s leftist leaders, and as Russia and China deepen trade ties.” I found this statement fairly surprising because it implies that it is a duty of the US to pay attention and aid all countries in need.</p>
<p>From what I have been reading in other news sources, although the US has focused a lot of internal and external policy on the Middle East, Latin America is still a large recipient of US aid and policy. Because of the possible economic and military threat, special attention is being paid to the budding relationship between Hugo Chavez and Putin. &#8220;We remain very much engaged in the region &#8212; notwithstanding sort of perceptions that we are somehow not interested, or neglect(ful), disengaged, which is simply not true,&#8221; said an unidentified US official. Even if this were not true however, is it really the duty of the US to look out for everyone? Yes the US is a major world power, but from a realist perspective really the only one they should ultimately be looking out for is the US.</p>
<p>It just struck my as strange, and somewhat powerful that the relationship between US power and economic/military development in other regions of the world was addressed with this sort of whining accusation.</p>
